THE CREATION OF BARANGAY AND ITS LEADERS

      In May,1948 the first group of dwelling units were completed and the first batch of dwellers occupied their respective houses. In the following year, 1949 the leaders organized themselves into a compact unit and elected their first barrio lieutenant. Elected "tenyente del barrio were Mr. Melencio Velarde for Area I and Mr. Ramos Crame for Area B. Mr. Velarde was the con-current President of the HOMRA.  In 1950 there was a change in leadership and following leaders were elected: Col. Vicente Roque elected as the HOMRA president and the over-all coordinator of Areas A,B and C elected "tenyente del barrio" was Mr. Juan Franco for Area A with Benjamin Cruz as the assistant "tenyente del barrio" In Area B Mr. Nicetas Galusin was elected "tenyente del barrio" with Mr.Eduardo Guillermo as assistant "tenyente del barrio" In 1951, another election was held and Mr. Buenaventura Navarro was elected HOMRA president and concurrently over-all "tenyente del barrio"
       
THE AREA BARRIO LIEUTENANT WERE:
      
 *Area A

Mr. Manuel Nuque, tenyente del barrio with Mr. Porfirio Armilla and
 Dominador Bartolome as the assistant tenyente del barrio

*Area B

 Mr. Angel Gafud as the "tenyente del barrio" with Mr. Rusauro Satparan, Jesus Miran and
 Baltazar Rodriguez as the assistant tenyente del barrio.

*Area C 

Mr. Eduardo Guillermo as the "tenyente del barrio" with Mr. Muaro de Asa,EliseMonserrat, Mr. Elias Sabido,Mr. Jose Santos, and 
Mr. Celso Tagle as the assistant barriolieutenant.

 THERE WERE NO RECORDS AVAILABLE FROM 1960'S TO THE 1970'S.
      
       In the 1970's up to 1981 Atty. Braulio Arriola, Jr. of Area C appeared to be the over-all tenyente del barrio of Roxas District. It was during his incumbency that Roxas District was divided had at least 10-15 Pook Leaders. The unit system was observed to be effective in the growth and development of different areas.  As the over-all tenyente del barrio, Atty. Arriola the Barrio Lieutenant appointed the members of the Barrio Council, the Barrio Secretary and the Barrio Treasurer.  In June, 1975 Barrio Roxas was converted into a Barangay by virtue of PD557. Atty. Arriola continued to be the Barangay Captain with the following as the other Barangay officials: Alberto Brillantes,Benjamin Buison,Jesus cervantes,Florentino Coronel and Vergel Fidel. The Barangay Secretary was Rudolfo Constantino and the Barangay Treasurer was Arturo Tolentino. Then, there were five unit Chairmen. They were: Mrs. Virgillia Ramos for Area C, Bonifacio Boco for Area D, Arturo Fronda for Area B, Alberto Rivera and Enrico Wong for Area A.      It was also during the incumbency of Atty. Arriola when then Barangay Hall was constructed. Regular Barrio Council sessions were held and barrio assemblies conducted at the Barangay Hall. On June 18,1980 the construction of the Barangay Hall was started.Construction was completed on July 30,1980.  
   FIRST BARANGAY ELECTIONS

    
 The first Barangay elections was held May 1982. Atty. Brulio Arriola was overwhelmingly elected as the Barangay Captain.

The six(6) councilmen elected with him were:       

   1. Mrs. Virgilia C. Ramos          2. Mrs. Basilisa B. Moran          3. Dra. Antonieta Sabido         

4. Engr. Melquiades Castillo,Jr.          5. Mr. Crispulo C. Viray          6. Mr. Gregorio C. Garcia      

Appointed as

 Barangay Secretary was Marcelino C. Garcia 
and 
Mr. Primo Muñoz as the Barangay Treasurer.
